Executive Director

I have been part of the Shoreline Early Learning Center family since 2014 and bring over 40 years of experience in the early childhood education field. I am deeply passionate about providing high‑quality care and early learning experiences for the families we serve. I believe children learn best through rich, hands‑on experiences, and I am proud to work alongside dedicated teachers who create meaningful, engaging environments that foster curiosity, confidence, and a love of learning.

I am a native Austinite and earned my Bachelor of Science in Education from The University of Texas, followed by a Master of Education in Early Childhood from Stephen F. Austin State University.

In my spare time, I enjoy reading, arts and crafts, and cheering on the Texas Longhorns.

Zack Waggoner

School Age Program Director

My name is Zack Waggoner, and I’ve been part of the Shoreline Learning Center family since 2023. Before coming to Austin, I worked as a youth counselor on cruise ships and taught scuba in the U.S. Virgin Islands, with adventures taking me through Guam, Thailand, and Australia.

I aim to create a fun, welcoming learning environment where all cultures are appreciated and every child feels excited to learn. At Shoreline, I also teach our “life skills” cooking class and LEGO Lab.

My wife, Sandra, and I moved to Austin seven years ago to be near her family, and we’ve loved it ever since. We have two wonderful kids—six-year-old Benny and three-year-old Juneau—who keep life fun and lively.

In my spare time, I enjoy biking, cooking, traveling, and playing video games. I’m thrilled to be part of your child’s growth and can’t wait for the journey ahead!

Emily Ballard, LBSW

I am Emily Ballard (LBSW), a licensed social worker with over a decade of experience working with young children and families. I earned my degree from the University of Texas in 2021. I have also previously worked at Shoreline as a teacher in the classroom, an administrator, and on the church staff in the Children's Ministry.

My approach to working with families is rooted in compassion, evidence based practices, and a collaborative spirit. My goal is to create supportive environments where children and families can thrive, and I am dedicated to making a meaningful and lasting difference through my work.

I can help families navigate a variety of different needs and services. I am also able to work around families' schedules and can meet in person or virtually.
